UMass Medical School’s Commonwealth Medicine division — through our Center for Health Care Financing — provides financial health care consulting to government agencies, including Medicaid programs and other public entities.

The Center for Health Care Financing consultants offer a wide range of cost-effective services and have particular experience and expertise in these areas:

  • School-based claiming program development
  • Medicaid Management Information Systems

Our Center for Health Care Financing also offers federal claiming consulting services in the following areas:

  • Family planning reimbursement for managed care organizations and premium assistance claiming
  • Legislated dental
  • Healthy Start
  • Food stamp employment and training
  • Medicare Part B Qualifying Individuals Project

With the help of our consultants, Commonwealth Medicine clients can make significant positive improvement in their budgets by thoroughly examining and evaluating the expenditures in these areas. For example, our experts assist the Massachusetts Executive Office of Health and Human Services (EOHHS) in obtaining federal health care reimbursement for its Medicaid program expenditures. Our FY 2008 efforts on behalf of EOHHS resulted in the recovery of more than $21 million in revenue through these initiatives:

  • Evaluating Medicaid expenditures to determine eligibility for federal financial participation
  • Identifying innovative methods for appropriately claiming revenue
  • Providing regulatory research and programmatic evaluation to support EOHHS’ revenue function

Additional consultants in our Center for Health Law and Economics analyze human service entitlement programs to identify areas eligible for enhanced or supplemental federal reimbursement. We then draft legislation or implement efficient, workable processes to increase reimbursements.
